This is a super nice wrong planchet error from United Kingdom. The obverse depicts a younger Queen Elizabeth III, third portrait. The reverse depicts a Celtic Cross from Northern Ireland.
A much thinner wrong planchet from another country was processed and subsequently struck at the British Royal Mint. This resulted in an error with design detail being absent on both faces of this error coin. The edge inscription shows appropriate edge lettering, but only at a half rate. The collar die reeding is present but weak.
The weight is 4.8 Grams for this coin. Normal weight is 9.5 grams for this issue in 1996 Third Portrait of Her Majesty.
The British Royal Mint has struck coins for select other countries and continues to do so to this day.
